If one party deletes a message, it disappears on both devices. And you can specify a self-destruct period for all media if you like. All your normal chat media will be saved in your cloud storage. But, secret chats are not a part of the Telegram cloud. In fact, Telegram has solved the issue with its Secret Chat feature.
